2017 RULES

PUSSY PALACE 2017 RULES & INFORMATION

 

ENTRY FEE: $200.00 US PAPER CURRENCYONLY, TO BE PAID TO ERIC LEAGUETREASURER IN FULL AT THE DRAFT LOTTERY (July 29th 2016) OR YOU WILL NOT BE PERMITTED ENTRY TO THE LEAGUE. NO EXCEPTIONS!

 

 

DRAFT INFO:

 

         Draft Lottery Date: Saturday, July 29th Time(TBA)

         Lottery Location: Either Ortiz Place or Magz for UFC event

         Draft Date: Sunday, August 13th Time-1:00 PM EST

         Draft Location: Steve Gambs. Place, East Haven CT (Hopefully)

 

** Keepers/Draft Position Choices in by Saturday, July 29th 1:00 PM**

** Keepers/Draft Position Choices must be submitted and announced at the draft lottery 7 PM prior to draft lottery** This prevents any advantage to any owner/. 

 

 

DRAFT DETAILS:

 

See above for Draft time and location.

 

Due to the size of the league and the roster size,there will be a strictly enforced time limit on each pick. In every round you will have a maximum 3minutes to make your selection. There will be a timerthat is visible for each pick or their will be a designated person keeping track of the time limit for each pickIf a pick is not declared by the end of 3 minutes you will forfeit the selection. You won’t forfeit in the sense of losing your pick but the next person that is up will swap picks with you. If you select a player that is already drafted, the same rule will apply above.

 

Example: Person A does not make a pick within the 3 minute time frame; person B will then be next on the clock with 3 minutes. Once Person B makes their selection Person A will then be able to select again with a 3 minute time frame again. Draft will then resume as normal.

 

Example: Person A selects a player, kicker or a defense that is already drafted, Person A forfeits their pick to the Person B 

 

Scenarios that can happen and result with above examples

 

A. Person A does not make a section within the 3 minute time frame, Person B selects in place of Person A, then Person A will be able to pick again and draft will resume as normal.
B. Person A does not make a section within the 3 minute time frame, Person B may then trade that pick to another owner. Once traded the timer does not reset. (see below about trade and timer rule) Once that pick is selected Person A will be able to pick again and draft will resume as normal.
C. Person A drafts a player, kicker, or a defensethat is already chosen, Person B selects in place of person A, then Person A will be able to pick again and draft will resume as normal.
D. Person A already drafts a player/kicker/defense that is already chosen, Person B may then trade that pick to another owner. Once traded the timer does not reset. (see below about trade and timer rule) Once that pick is selected Person A will be able to pick again and draft will resume as normal.

 

 

** If a scenario happens that it not listed, it will be up to the Commissioner to make a final decision.

 

Rules will be strictly enforced, in the event of an emergency, draft will be pause and league will determine what happens from there.

 

If you opt to make a trade during the draft the clock will be stopped for the league manager(s) to write down the official trade details. The clock will NOT re-set. Once the trade is verbally agreed to the LMwill pause the timer and write down the official trade details. Once the trade is confirmed, the timer will be started up again and you will have the remainder of that time to make the pick.

Please abide by all roster restrictions listed above at the draft.

 

**The maximums for each position listed above are the maximums and that is not debatable.  Anyone who drafts over the maximum will lose the last player drafted at the respective position.

 

 

LEAGUE FUNDING BREAKDOWN:

LEAGUE PAYOUTS:

Regular Season:

*All league funds will be paid out at the end of the year, (Deadline will be TBA for payouts). In addition, the new champion will also be presented with the Pussy Palace Trophy at the Pussy Palace (Date TBA)

 

 

 

 

 

 

 

THE ISLAND:

 

Every member in the league puts $25 in the pot equaling $300. The object of the game is not to have the lowest score on “The Island”.  Starting in week 1 everyone is on “The Island”.  After week 1, whoever has the lowest score on “The Island” is eliminated.  Starting week 2, we will have the 11 remaining members left, and whoever gets the lowest score out of that 11 left will be kicked off “The Island”, whether they won their matchup or not and so on until there is 1 person left.  In the case of a tie for the week’s lowest score, both teams would be eliminated.

 

 

MONEY IN THE BANK (3RD PLACE AWARD):

 

The 3rd place finisher in the playoffs will be awarded the “Money in the Bank”.  Details are as follows-

The 3rd place finisher will be able to “cash in” their “Money in the Bank” during the Pussy Palace Draft following the completion of round 8 in any ONE round of their choosing from rounds 9 until the completion of the draft.  This award is good for ONE YEAR and will expire after the draft’s completion.  When the owner “cashes in”, this will elevate them to their choice of pick in that round – pushing everyone back one spot for that one specific round.  User can only cash in if they have a pick in that round.  Owner can only “cash in” if they have not yet made a pick in the round.  Example- Owner can’t pick 5th in the round and then trade up to 6th and get back to back selections.  If the owner has multiple picks they will lose the highest of their picks for the “Money in the Bank”. Owner must hold up the “Money in the Bank” and announce they are “cashing in” to the league. This cannot be traded, or given away, if an owner(s) forgets to use it they lose it!

 

 

MURPHY AWARD: *(Murphy Award Impractical Joker Punishment Only suspended)

 

         Last Place: License Plate cover to be worn on Murphy’s award winner’s car all year long, until new Murphy award winner is crowned. Once new Murphy award winner is crowned, previous winner must remove the plate and present it to the new winner ASAP.

         *“Impractical Jokers” -Each team will provide a harmless-yet funny prank and “The Murphy” will draw 4-5 submissions (Number is determined by league) and be required to complete them.  There will be no deadline in which submissions need to be complete. Date for pranks will be agreed on. Each team (not each person on a team) will submit one idea, will be looked over by the league, once agreed upon, Murphy winner will then choose 4 or 5 of the requests out of an object.

 

1. Suggestions cannot harm person’s ability to go to work or affect daily life. i.e. Facial Tattoo 
2. Suggestions cannot get the person into a fight or trouble.
3. Suggestions cannot involve Murphy winners own money, unless Murphy winner agrees to it.
4. Suggestions cannot cause harm to another person.

 

If both of these tasks are not completed, member will be booted from the league.

 

**If the punishment cannot be submitted to the winner to the Murphy winner, the Murphy winner will be exempt from punishment with no penalty at all.

FREE AGENCY/FAAB/WAIVER RULES:

 

         Lineup Changes will lock individually at scheduled game time.

         Pussy Palace utilizes an Auction free agency system.

         there is no limit to the # of acquisitions you can make in the season. 

         You are granted a $100 dollar pool to be spent however you wish throughout the season. There is a minimum bid of $0 so if you are the only bidder then you do not give up anything for that person.  

         All bids are silent and nobody will know what you bid. If there is a tie in the highest bid, the tiebreaker goes to the team that is lower in the standings. 

         following season completion, any unused FAAB dollars will now rollover with a cap. A team can only have a max of 150 FAAB.

         The auction deadline will be every Tuesday at 1 PM EST.  After that it turns into an open free agency. 

         Players dropped will be on Waivers for 1 day. Waiver priority will be determined by the reverse draft order to start the season. Once a claim is made, that team will move to the back of the line. 

         The trade deadline will be Wednesday November 9th at 12 PM EST.

 

Trades will be put through by the League Manager(s)ASAP after agreed to in the ESPN system. If the League Manager(s) deem a trade to have potential for collusion it will go to the trade committee. If collusion is not suspected, the trades will be put through in a timely manner.  If a trade is involving a league manager – the other league manager will review the trade and proceed like any other trade.  If both league manager(s) trade together- the trade will automatically be reviewed by the trade committee for approval.

 

In the event of a trade involving 3 or more teams, we will have a procedure in place. First, one of the involved teams must start a group chat with all involved teams (Co owned teams only need one partner involved), the league manager(s), and the 3 relevant trade committee members. Next, that person must explain all the details of the deal at hand. Lastly, each team involved must respond in the group chat with “I agree” in order for it to be a valid trade.  Any questions, just ask.

 

 

REGULAR SEASON SETUP:

 

Start of regular season is Week 1.  It is head to head format and you will have your matchup with your opponent for only one week.  There will be 13 regular season matchups as the playoffs start week 14

In the event of a tie- whichever member has the most bench points will determine the outcome of a tie.

 

PLAYOFF BRACKET SETUP:

 

         8 of the 12 teams will make the playoffs.

         The playoffs will consist of 3 rounds.

         Teams 9-12 will be in the consolation bracket.

         Consolation (Non-Playoff Teams) bracket winner will receive first choice of current year draft pick (2-11).

 

 

Tie-breaker: The team that has the most total points scored in the regular season in the event of a tie record will go the playoffs.  

 

 

ROUND BY ROUND KEEPER SYSTEM:

 

This keeper system gauges a very specific -round by round value that is given to each and every player depending on where they were taken in the draft.  This process gives owners the opportunity to keep their own talent while still increasing player values year to year to year giving a league owner a fluid roster to work with and potentially some difficult and strategic decisions.

 

KEEPER ELIGIBILITY:

 

Prior to the draft, each team will be eligible (not required) to keep up to 2 selections from the previous year’s roster.

 

All keepers must be submitted to the League Manager’s no later than 1pm July 29th. Any late entries submitted by an owner will automatically forfeit their keeping rights.

 

You cannot keep two players in the same round.

 

Example:

• Player A is drafted in the 8th round, team trades for a player also drafted in the 8th round. Following season both players would be eligible to be kept in the 7th. Only one of those players could be kept

 

**Same rule applies to FA pick up that are able to be kept and fall into the same round as a potential keeper.

 

Example:

• Player A was drafted in the 10th round and is subjected to the keeper duration rule.  Player B was picked up in the free agency they will be subjected to the free agency rule keeper. If both are able to be kept in the same round. Only one of them may be kept. 

 

 

Eligible free agents that are picked up mid season are counted as owning them for a year, so this way they can only be kept for two more seasons.  

 

 

KEEPER DURATION:

 

There will be a maximum of 3 years of total eligibility to keep your selected players on a roster. 

 

After the 3 years are up- the player will be re-circulated into the draft pool making the player available for anyone to select.  So, this means Year 1 would be the year you draft the player- then an additional 2 years to keep at the slotted values below.

 

First round picks are ELIMINATED from talent pool. All first round selections will not be eligible for a keeper.  You will however be allowed to keep your drafted players if they elevate to a 1st round value through the year to year progression (details below).

 

Every year the player’s specific draft grade will increase a round. 

 

Example:

 

If you drafted Trent Richardson in the 10th round last year this year you would have to give up a 9th round selection in the upcoming draft.  The final year he would increase to an 8th rounder.

 

Each year the draft grade would increase by a round forcing the owner to make a decision and allowing them to look forward to gauge values and weighing that against a players projected future potential. 

 

 

ELEVATED DRAFT SELECTION:

 

You will be permitted to maintain your keeper if the keeper elevates to a first round value within the allotted 3 year progression. This evens out the playing field to allow you to keep your 2nd and 3rd round picks without penalty.  See details below.

 

 

Example 1:

 

If you selected Bart Starr in the 2nd round- by rule you will only be able to keep him on your roster for 2 years once he elevates up to a 1st value. First round picks cannot be kept under any circumstance after elevated.

 

 

Example 2:

 

If you select Ryan Leaf in the 3rd round- by rule you will be able to keep him for 2 years following until he elevates to 1st round value.

 

So- You draft Andy Reid in the 3rd – you get to keep him at his drafted value year 1.  Year 2 he elevates to a 2nd round selection. Year 3 you will be allowed to keep and will relinquish a first round selection.

 

 

 

 

 

RELEASING A PLAYER:

 

Once a player is released via being drafter or picked up in the free agency, he cannot be kept be ANY team.

 

TRADING:

 

The purpose of a keeper is to be rewarded for keeping your players throughout the season.  When you trade a player away or receive a player- you automatically forfeit their keeping rights. Therefore, they will not be allowed as keeper options to you the following year.  When you trade a player away – you are trading away their keeper rights and the acquiring team can keep the player where you drafted them.

 

The Trade Deadline will for this year will be 11/8/2017, once it’s the 8th, trading over for the season. 

See below when trading can occur again)

 

• There will be no trading in the off season, trading can pick back up after the draft lottery is complete!

 

 

 

 

 

FREE AGENCY KEEPERS:

 

Trade deadline is the cutoff for undrafted free agents to be ineligible to keep.

 

When gauging free agents the League Manager will look up Rotowire’s custom cheat sheet projected value charts prior to the draft and we will take a FA’s 2 QB Ranking and add 3 additional rounds to that as a buffer to give you below average value for your free agent while still giving up a reasonable selection.

 

Example:

 

If you picked up Matt Forte in Free Agency last year, you would look at his 2 QB Ranking – Let’s just say he is a 3rd round value.  Add an additional 3 rounds to that.  If you picked up Julius Thomas in Free Agency he could be kept by giving up a 6th rounder for him.  This formula rewards you for your free agent pickup while still garnishing a fair selection for the player.  The following year he will be subject to the normal keeper progression advancing to a 5th rounder in Year 2 and a 4th rounder in the final Year 3.

 

 

KEEPER INJURY:

 

You may keep a drafted player on season ending IR- Example (Jordy Nelson/Kelvin Benjamin 2015) however, they need to be drafted and remain on your active roster ALL SEASON and cannot be placed on IR at any point.  If you are caught placing one of these players on IR you will forfeit the player’skeeper rights immediately.  Season ending IR players cannot be picked up and kept as free agents- the must be drafted.

 

*If a submitted keeper is placed on season ending IR prior to the draft, the team is allowed to drop that player from keeper status and submit another player from their team as a keeper.

 

 

 

LEAGUE PROCESS:

 

 The process we will use for all topics needed to be brought up for discussion will occur at the annual offseason owners meeting. There, an owner(s) can make a proposal and will require another owner to second the proposal.  Once an owner(s) seconds the proposal- the league will then need to vote. The proposal will need 7 (or majority) votes to be considered a winner.  At the end of the season, anyone feels for any reason that an owner(s) does not belong in this league; they will need to follow the same procedure. For this, 8 votes will be considered a winner, and we will vote on a new member.

 

 

 

GROUP ME:

 

Any time an owner boots another owner from the group me- that team will lose $1 FAAB.  If all FAAB is spent, the FAAB will be deducted from the next year.  Group me is to be utilized as a useful tool of communication for all league members.  If it is continuously abused it can result in a permanent ban.  Don’t ruin it for everyone! No other owner(s) will be able to cover the fine for another owner(s).

 

 

 

 

 

 

 

 

 

**Quitting

 

Going forward, any league member(s) who say they quit Pussy Palace for any reason will be removed from the league and from the group chat. Once an owner(s) has quit the league, proper action will be taken depending on point the owner(s) quit. If a co-owner quits and on wants to stay, that owner will take full control of the team. 

 

To determine who is next in line for a team the league will nominate individuals to be placed on the list and priority will be determined by the league.  Co-owners will get priority for owning a team.

 

If an owner quits before the regular season or at the end of the season:

 

Steps Taken

We appoint a new owner(s); new owner will not be allowed to keep any keepers from the team they inherited. 

 

If an owner quits at any point after draft order is determined: 

 

If an owner(s) quit at any point after draft order is determined, the team will be placed under the control of the league until a new owner can be found.

 

If the Team(s) quits during the season, it is placed under control of the league. The team cannot make any trades but may make special exception FA adds. The only time a vacant team can make a FA pick up, is when it only involve D/ST and a Kicker. If either or both of those position are on a bye, the league will assign the vacant team with the best available option to cover bye week fillers for those two positions only. Best option will be determined by best week rankings by ESPN. A valid lineup must always be set, bench players will fill up bye week players to ensure no team is considered a “bye week” team.

 

The owner(s) will not receive a refund if they quit after draft lottery. It will be decided by the league if the new owner(s) are entitled to any payout, award, or are subjected to any punishment if involved in the Murphy award. 

 

If an owner(s) quit on lottery day and a new owner(s) is picked the same day or before the start of the regular season, the new owner(s) has 3 days starting the next day to get League entry fee to (see first page) to league treasurer or to someone who is able to pay the treasurer. 

Example: Draft is on the 1st; new owner now has until the 4th to make full payment for the league.

In the event that a replacement sheet is not made, the league will nominate and vote in new member or members if the team wants a co-owner. 

Changes in Rules:

 

At no point in the season will there be any changes to the rules that are set in place and agreed upon prior to the draft order.  Once owner(s) sign the rule sheet,they accept the rules 100% for what they are and cannot dispute them while in season.  Once you sign you agree to all the terms and will abide by them. 

Rules maybe up for discussion at in the off season. If for any reason someone does not wish to sign, but still participates in the league, they are agreeing to the rules. Signing only affirms you understand and agree to them, but a signature is not required.
